Gelpens? Markers? A bit of photoshop effects? I dunno. Contrast is good for shinyness. Glowyness is difficult. Though here I could say you could use more white, for the glowy part.

Second--on Prismacolor pencils. The secret is to layer. Start with a thin-ish layer of one (darker) color, and then layer over it to get more intense, darker colors. As for a "misty effect", just know this: if you don't press too hard with your initial darker color, then you can color over it with white or light blue and that will show up over the darker color in a sort of 50% opacity-ish way. Uh...that's all the advice I've got up my sleeve, though. Hope it helps

For the picture, I've actually been toying with the idea of mixing media and using ink washes. We've been doing an ink project in my class, and I kinda like it. I'll keep what you've said in mind, though, in case I don't go that way. ^_^ I'll have to do a bit of experimenting and see how my sketchbook paper takes to it first, for one thing...
And ah, yes, Shima did update a few weeks ago; I'm sorry, I forgot. But excellent, you're all set.
